A fishery for northern shrimp in the Gulf <strong>of</strong> Maine has grown rapidly<br />

during the last decade to become one <strong>of</strong> the most valuable <strong>fisheries</strong> in New<br />

England. American landings <strong>of</strong> this shrimp in the period 1962 to 1972<br />

increased from 388,000 pounds to 24,295,000 pounds; correspondingly, value<br />

increased from $57,000 to $4,577,000. Trends in the total catch <strong>of</strong> northern<br />

shrimp in the past few years, plus decreased catch per unit effort during the<br />

past year, indicate the maximum utilization <strong>of</strong> this stock was attained in<br />

1969. This paper briefly reviews the history and development <strong>of</strong> the fishery,<br />

landings, vessel types and gear, processing, and recent development in the<br />

fishery.<br />

Analysis <strong>of</strong> data obtained from research vessel survey cruises over a 19<br />

year period reveal distinctive patterns in the geographic occurrence <strong>of</strong><br />

immature fish. These occurrences provide qualitative evidence for potentially<br />

significant fishing mortality <strong>of</strong> the sexually immature components <strong>of</strong> 10<br />

species in the Gulf <strong>of</strong> Maine-Georges Bank-Southern New England region, where<br />

substantial overlap exists between unregulated mesh/exempted fishing areas and<br />

the distributions <strong>of</strong> these immature fish.<br />

Mode choice models that combine both regional and behavioral aspects<br />

were successfully developed and calibrated for the Chicago area. The regional<br />

aspects include the coverage <strong>of</strong> trip origins over the entire Chicago area and<br />

the zonal nature <strong>of</strong> the data. The form <strong>of</strong> the dependent variable, a dummy<br />

indicating the mode chosen, and the analytic functions (logit and probit),<br />

both yielding "S" shaped curves are the aspects <strong>of</strong> the models typical <strong>of</strong><br />

disaggregated and behavioral mode choice models. Using a dummy for the<br />

dependent variable solves the problem <strong>of</strong> errors in the dependent variable and<br />

<strong>of</strong> aggregation over values <strong>of</strong> the independent variables. Probit and logit<br />

analysis restrict the value <strong>of</strong> the dependent variable suitably, and are<br />

consistent with expected behavioral patterns. The independent variables<br />

chosen reflect characteristics <strong>of</strong> travelers, and <strong>of</strong> the modal options<br />

available for a particular trip.<br />

This paper examines the importance <strong>of</strong> hypotheses about fisherman<br />

behavior for predicting, understanding, and designing efficient <strong>fisheries</strong><br />

regulation programs. Particular attention is paid to flexible technology<br />

<strong>fisheries</strong> where individuals are free to alter several dimensions <strong>of</strong> effort.<br />

It is suggested that the appropriate hypothesis <strong>of</strong> share-focused behavior<br />

ensures that there will always be an incentive to combine inputs inefficiently<br />

although technical conditions may limit or block the actual ability to do so.<br />

Some observations on the success <strong>of</strong> existing programs are also <strong>of</strong>fered.<br />
