This paper treats the shore zones, such as reefs, salt marshes,<br />

mangroves, salt ponds or now nice covered Arctic shores and coastal <strong>fisheries</strong><br />

and aquaculture or some lands now wrested from the sea for agriculture, which<br />

are not likely to receive the same degree <strong>of</strong> attention as the cities with<br />

regard to sea level rise. The paper deals firs t with living resources, then<br />

with physical resources such as sand and gravel, or salt making, as well as<br />

with certain uses <strong>of</strong> the sea or the shore such as waste disposal or<br />

recreation, and ends with a discussion <strong>of</strong> specific environments.<br />

This paper focuses on efficiency in trawler vessels operating in the<br />

Norwegian cod <strong>fisheries</strong>. In the last 10 to 15 years, the trawler fleet and<br />

the corresponding land-based industry have gone through considerable<br />

structural changes. The trawler fleet is composed into two segments; those<br />

delivering fresh/chilled cod to the land-based industry and those vessels<br />

producing the catch on board into fillets and thus bypassing the land-based<br />

industry. The increasing number <strong>of</strong> factory trawlers have resulted in regional<br />

and political conflicts. There has been a lack <strong>of</strong> economic analysis comparing<br />

the productivity in factory trawlers contra fresh fish trawlers and land-based<br />

production. Productivity measurement based on nonparametric frontiers have<br />

become a standard procedure for analyzing the performance <strong>of</strong> production units.<br />

The efficiency analysis used by us is based on Data Envelopment Analysis (DEA)<br />

where miro data from the trawler fleet is used to define a nonparametric best<br />

practice frontier which shows the total factor productivity <strong>of</strong> each unit<br />

relative to that frontier in the period 1985 to 1996. The results shows the<br />

structural efficiency <strong>of</strong> the trawler fleet with respect to size, processing<br />

technology, quota restrictions and variations in vessel specific productivity.<br />

afresh, in terms <strong>of</strong> the latest statistical information and modern analytical<br />

tools. They have re-examined the propositions propounded by Malthus, Ricardo,<br />

and John Stuart Mill; and they have thought deeply about the roots <strong>of</strong> the<br />

American Conservation Movement associated with Theodore Roosevelt and Gifford<br />

Pinchot as these roots may be traced back into Darwinism and the speculations<br />

<strong>of</strong> George Marsh. They have emerged with a clearer view <strong>of</strong> where the essence<br />

<strong>of</strong> the problem is now to be found and what it means for people today.<br />
