There is a significant, but subtle trend from a flat or slightly more<br />

frequent sampling <strong>of</strong> high CPUE vessels in the early 1980's to a more frequent<br />

sampling <strong>of</strong> low CPUE vessels in the late 1980's and 1990's. This trend is in<br />

the direction that would be expected to inflate the estimates <strong>of</strong> shrimp<br />

fishing effort. The overall effect may not be great, but this remains as one<br />

potential source <strong>of</strong> bias.<br />

This report presents the results <strong>of</strong> a review <strong>of</strong> the Gulf <strong>of</strong> Mexico<br />

shrimp landings data set. The panel <strong>of</strong> experts found that a bias in the data<br />

<strong>of</strong> between 0 and 20 percent exists in the data set. A number <strong>of</strong><br />

recommendations are included in the report including the suggestion that<br />

another panel be created to determine the exact magnitude <strong>of</strong> the bias and<br />

methods that could correct it.<br />

An economic analysis <strong>of</strong> the U.S. based surface long-line fishery<br />

operating in the Atlantic, the Gulf <strong>of</strong> Mexico, and the Caribbean Region is<br />

provided. The analysis is conducted at the trip level since this is likely to<br />

be the level at which short run decisions are most relevant to the individual<br />

firm whose other components <strong>of</strong> effort are fixed during this period <strong>of</strong> time.<br />

This aggregate analysis will help explain the response in aggregate catch to<br />

changes in the short run inputs under the control <strong>of</strong> the individual fishing<br />

firm at the trip level and can be used to help analyze the potential in<br />

aggregate trip catch that might be forthcoming as a result <strong>of</strong> regulations that<br />

limit activities at the trip level but are not specific to individual species.<br />

Non-separability in outputs and jointness in inputs suggests that attempts to<br />

manage any particular species in this multi-product sector must consider<br />

possible spillover effects into the other <strong>fisheries</strong>.<br />
