In this paper, we describe the multidisciplinary effort <strong>of</strong> scientists at<br />

the Alaska Fisheries Science Center (AFSC) to gather the type <strong>of</strong> information<br />

necessary to parameterize a bioeconomic model. The framework for developing a<br />

quantitative bioeconomic modeling approach to explore the potential trade<strong>of</strong>fs<br />

<strong>of</strong> various <strong>fisheries</strong> management strategies in the Gulf <strong>of</strong> Alaska ecosystem is<br />

presented. The model quantifies risks associates with adopting a given<br />

harvest strategy in terms <strong>of</strong> the value <strong>of</strong> increased yield, and the maintenance<br />

<strong>of</strong> both walleye pollock and marine mammal populations. The simulation model<br />

included process error in estimating recruitment and measurement error in the<br />

stock assessment procedures.<br />

The wealth and prosperity <strong>of</strong> the Norwegian fishing sector is due to its<br />

corporatist arrangements giving it great political power and influence.<br />

Changes in this institutional structure are underway toward a pluralist system<br />

that has weakened the fishing sector. The consequences <strong>of</strong> this reform and its<br />

impact on the prosperity <strong>of</strong> Norwegian fishermen is the focus <strong>of</strong> this article.<br />

The corporatist institutions <strong>of</strong> the Norwegian fishery sector and their<br />

interrelationships are first described. Second, the current reform process is<br />

outlined and its causes are discussed. Finally, the extent to which the<br />

prosperity and influence <strong>of</strong> the Norwegian fishery sector can be attributed to<br />

the corporatist arrangements and whether the present reforms mean an end to<br />

this situation are discussed.<br />

This paper develops a model <strong>of</strong> regulated open access resource<br />

exploitation. The regulatory model assumes that regulators are goal oriented,<br />

choosing target harvest levels according to a safe stock concept. The harvest<br />

quotas are implemented by setting season lengths, conditioned on the industry<br />

fishing capacity. The industry enters until rents are dissipated, conditioned<br />

on season length regulations. Harvest levels, fishing capacity, season<br />

length, and biomass are determined jointly. Using parameter estimates from<br />

the long regulated North Pacific Halibut fishery, predictions <strong>of</strong> these<br />

variables from the regulated open access model are compared to predictions<br />

that arise from the Gordon model.<br />

model that follows in the tradition <strong>of</strong> partial equilibrium econometric models<br />

<strong>of</strong> U.S. trade, but with several important modifications in light <strong>of</strong> recent<br />
