protostructure ) in seabed mining and draws implications for efforts to<br />

minerals exploration and R&D services might be <strong>of</strong>fered to Asian Pacific<br />

nations at bargain prices (below unit cost) by firms with first starter<br />

advantages in the emerging industry. However, cautionary notes are included<br />

about constraints on the economic potential <strong>of</strong> the regions s deep sea minerals<br />

such as manganese nodules, polymetallic sulfides, and cobalt crusts.<br />

Recent experience with individual transferable quotas (ITQs) as a tool<br />

<strong>of</strong> <strong>fisheries</strong> management has begun to shed empirical light on the well<br />

established theory <strong>of</strong> ITQs. The Atlantic wreckfish (Polyprion americanus) is<br />

currently under ITQ management by the U.S. federal government, and in may ways<br />

the theoretical predictions about ITQs have been borne out by developments in<br />

this fishery. But an unexpected puzzle has arisen; not all owners <strong>of</strong><br />

wreckfish quotas are using their fishing rights, even though the market price<br />
