Fisheries Service data on shrimp landings and related effort data and also the<br />

Louisiana Department <strong>of</strong> Wildlife and Fisheries data on commercial shrimp<br />

license sales. The primary data were obtained through a 1987 survey <strong>of</strong> the<br />

Louisiana shrimp fleet. Such an evaluation is necessary before sound policy<br />

and management can be implemented.<br />

A price dependent demand equation for reef fish species (grouper and<br />

snapper) is estimated using a sample <strong>of</strong> 15,000 households in the U.S. as a<br />

function <strong>of</strong> commercial landings, imports, disposable income, and a dummy<br />

variable representing institutional changes in market demand.<br />

U.S. imports <strong>of</strong> shrimp have been increasing at record levels during the<br />

1980's. These increased imports, and their potential impact on the domestic<br />

dockside price structure, have been <strong>of</strong> significant concern to the U.S. shrimp<br />

harvesting sector and have recently led to a Federal investigation conducted<br />

under Section 332(g) <strong>of</strong> the Tariff Act <strong>of</strong> 1930 which evaluated conditions <strong>of</strong><br />

competition affecting the Gulf and south Atlantic shrimp fishery. This paper<br />

presents a model, developed within an appropriate statistical and economic<br />

framework, that explains the growth in U.S. imports <strong>of</strong> shrimp and their impact<br />

on dockside shrimp prices. Significant factors which were found to determine<br />

annual levels <strong>of</strong> shrimp imports include: (1) the price <strong>of</strong> imports, (2)<br />

southeastern shrimp landings, (3) beginning shrimp inventories, (4) U.S. real<br />

disposable income, (5) exchange rates, (6) the Japanese import price <strong>of</strong><br />

shrimp, (7) world production <strong>of</strong> shrimp, and (8) foreign real income.<br />

Increased imports were found to have a significant negative impact on<br />

southeast shrimp dockside prices.<br />
