The impact <strong>of</strong> regulation <strong>of</strong> inputs and the establishment <strong>of</strong> property<br />

rights on productivity are contrasted using a Tornqvist index with and without<br />

the effect <strong>of</strong> abundance included in the productivity estimates. The negative<br />

productivity during periods <strong>of</strong> binding quotas confirms economists predictions<br />

for limited access. The available data indicate favorable results <strong>of</strong> ITQ<br />

management, though only time will tell if these initial trends will continue.<br />

Accounting for changes in abundance removes the variation in productivity<br />

which is due to variations in environmental conditions and reduces the annual<br />

average productivity growth by 66%.<br />
