economic efficiency, equity, and administrative/political feasibility. These<br />

programs are seen as diverse both in their design and the success achieved.<br />

Further use <strong>of</strong> license control is expected, requiring better information on<br />

consequences for multipurpose and multispecies <strong>fisheries</strong>. Although fishermen<br />

are extensively involved in the design <strong>of</strong> license limitation programs, new<br />

techniques for obtaining the views <strong>of</strong> fishermen are needed.<br />

wrong. The debate over the appropriate use <strong>of</strong> input-output analysis and its<br />

relationship with the calculation <strong>of</strong> net economic benefits was a central part<br />

<strong>of</strong> national debates about public investments that took place in the 1960's and<br />

data are based entirely on an evaluation <strong>of</strong> National Wetland Inventory (NWI)<br />

maps produced by the U.S. Fish and Wildlife Service. Currently, data have<br />

been completed for the wetlands <strong>of</strong> the New England region and an atlas has<br />

been published entitled, National Estuarine Inventory Data Atlas; Vol. 3:<br />
