This EIS addresses the issue <strong>of</strong> whether the use <strong>of</strong> bottlenose dolphins<br />

in swim with the dolphin programs should be allowed after April 30, 1990. The<br />

The report contains some basic background information that has an<br />

important bearing on the nature and extent <strong>of</strong> the economic implications <strong>of</strong><br />

choosing a particular TAC from within the ABC range that is available to the<br />

council. This information includes the number <strong>of</strong> commercial and charterboat<br />

permits over time, the gag limits that apply in the EEZ and in the states, the<br />

allocation formulas used to compute quotas from specified levels <strong>of</strong> TAC, the<br />

ABC ranges for the 1991/92 fishing year, and the quotas that result from the<br />

various levels <strong>of</strong> TAC. The economic implications for commercial fishermen,<br />

recreational anglers and charterboat operations are estimated in terms <strong>of</strong><br />

exvessel values, changes in recreational value (consumer surplus), changes in<br />

charterboat pr<strong>of</strong>its and changes in charterboat revenues. Also, month <strong>of</strong><br />

closure predictions are made for the mackerel group/user combinations.<br />
