the conditions under which fees and subsidies are equivalent. Here we find<br />

that the equivalent subsidy is a very strange sort <strong>of</strong> construct, one that we<br />

are unlikely to encounter in practice. Next, we show that subsidies in the<br />

more conventional sense are a poor substitute for taxes. Although the two may<br />

be equally effective in reducing emissions by the individual firm, the subsidy<br />

encourages the entry <strong>of</strong> new firms into the industry, whereas taxes encourage<br />

their exit. As a result, we can expect that a subsidy program will be less<br />

effective in discouraging pollution than a tax program with similar marginal<br />

rates. In particular, we find that, under pure competition, if emissions are<br />

uniquely determined by the industry's output level and rise monotonically with<br />

output, a subsidy program will necessarily backfire. Although the subsidy<br />

will produce a reduction in the emissions <strong>of</strong> each firm, it will lead to an<br />

entry <strong>of</strong> new firms that more than <strong>of</strong>fsets it. Total emissions under a subsidy<br />

program will in this case always be greater than they would have been if no<br />

cleanup subsidy program had ever been instituted.<br />

weekly schedule from 1959 through 1984 and on a more limited basis since 1985.<br />

Collectively, the bait index and the postlarval index provide: 1) a reliable<br />

indication <strong>of</strong> the subsequent <strong>of</strong>fshore harvest and 2) a long term correlation<br />

between juvenile abundance and changing environmental conditions. In<br />

addition, insight into local fishing practices and trends provide background<br />

for continuing research needed to enhance production value <strong>of</strong> the shrimp<br />

file generation for statistical packages.<br />
