A primary data collection effort was contracted for using MARFIN funds.<br />

A request for proposals was prepared and Resource Economics Consultants were<br />

selected to interview and collect costs, returns, and bycatch information from<br />

a sample <strong>of</strong> shrimp fishermen in the Gulf <strong>of</strong> Mexico. Data was collected for<br />

the three most current years <strong>of</strong> vessel operation in the Gulf <strong>of</strong> Mexico shrimp<br />

fishery and combined with historic data from other sources. Preliminary data<br />

was analyzed to ensure that accurate information was collected and data entry<br />

errors were minimized. This information was then used to estimate a vessel<br />

operating cost model. This approach permits the estimation <strong>of</strong> costs and<br />

returns for individual vessels in the Gulf <strong>of</strong> Mexico shrimp fishery.<br />

Estimates <strong>of</strong> costs, revenues, and net revenues have been prepared and are<br />

presented in the Stock Assessment and Fishery Evaluation Report for the Gulf<br />

<strong>of</strong> Mexico Shrimp Fishery, 1994 Update (SAFE). The SAFE report also provides a<br />

discussion <strong>of</strong> the impacts <strong>of</strong> proposed fishery management regulations to reduce<br />

finfish bycatch in the shrimp fishery. The final contract report by Resource<br />

Economics Consultants is attached.<br />

Individual transferable quota programs that have been adopted in the<br />

U.S. have allocated the fishing rights at no charge to the historical<br />

fishermen. As a result <strong>of</strong> subsequent trading in an ITQ market, the initially<br />

free ITQ market shares and poundage coupons become valuable. It is the<br />

contention <strong>of</strong> this paper, however, that this increase in ITQ value reflects a<br />

reallocation <strong>of</strong> resource rents from the quasi-fixed factor inputs <strong>of</strong> capital<br />

and labor to a relatively more fixed factor input; the ITQ. As a result, the<br />

initial sale does not represent a windfall pr<strong>of</strong>it to the fisherman who was<br />

initially allocated the ITQ, at least in fully developed or over developed<br />

common property <strong>fisheries</strong>.<br />

A presentation <strong>of</strong> the static and dynamic impacts <strong>of</strong> a gear modification<br />

to reduce finfish bycatch in another directed fishery. The effects <strong>of</strong> a<br />

bycatch reduction device on a fishery that generates a bycatch <strong>of</strong> finfish in<br />

its directed fishery operations on the commercial and recreational sectors <strong>of</strong><br />

a fishery directed at the bycatch species is determined. The implications are<br />

that the costs to society exceed the benefits for this management approach,<br />

commercial and recreational fishing effort levels for the bycatch species<br />

fishery increase, and alternative management measures such as individual<br />

transferable quotas would be more successful in reaching management<br />

objectives.<br />
