Data quantifying the area <strong>of</strong> habitat affected by Federal programs that<br />

regulate development in coastal zones <strong>of</strong> the southeastern United States are<br />

provided for 1988. The National Marine Fisheries Service made recommendations<br />

on 3,935 proposals requiring federal permits or licenses to alter wetlands. A<br />

survey <strong>of</strong> 977 <strong>of</strong> these activities revealed that 359,876 acres <strong>of</strong> wetland s<br />

that support fishery resources under NMFS purview were proposed for some type<br />

<strong>of</strong> alternation or manipulation. Almost 95 percent <strong>of</strong> this acreage was for<br />

impounding and or manipulation <strong>of</strong> water levels in Louisiana marshes. The<br />

National Marine Fisheries Service did not object to alternation <strong>of</strong> 173,284<br />

acres and recommended the conservation <strong>of</strong> 186,592 acres. To <strong>of</strong>fset habitat<br />

losses, 1,827 acres <strong>of</strong> mitigation were recommended by the NMFS or proposed by<br />

applicants and/or the Corps <strong>of</strong> engineers (COE). From 1981 to 1988 the NMFS<br />

has provided indepth analyses on 8,385 projects proposing the alteration <strong>of</strong> at<br />

least 656,377 acres <strong>of</strong> wetlands.<br />

The National Marine Fisheries Service (NMFS) is quantifying the<br />

cumulative acreage <strong>of</strong> habitat involved in the Corps <strong>of</strong> Engineers' (COE)<br />

programs relating to water development in the Southeast Region <strong>of</strong> the United<br />

States. From January 1981 through December 1985 the NMFS commented on 23,292<br />

proposals to alter wetlands that had been submitted to the COE. Of these,<br />

detailed habitat information was obtained on 5,385 projects involving the<br />

potential alteration <strong>of</strong> 184,187 acres <strong>of</strong> wetlands. Dredging was proposed for<br />

over 80,227 acres and 45,893 for filling, 5,846 for draining, and 52,222 for<br />

impounding. NMFS did not object to the alteration <strong>of</strong> 48,500 acres and<br />

recommended the conservation <strong>of</strong> 135,687 acres. The proposed habitat losses<br />

were potentially <strong>of</strong>fset by the 110,406 acres recommended for mitigation. The<br />

degree to which our recommendations were incorporated into permits by the COE<br />

also was documented. NMFS recommendations were accepted overall 50 percent<br />

<strong>of</strong>f the time, partially accepted 24 percent <strong>of</strong> the time, and rejected 26<br />

percent <strong>of</strong> the time. Applicant compliance with permit conditions averaged 80<br />

percent. NMFS recommendations on permit applications are made by the<br />

Southeast Regional <strong>Office</strong> and its area <strong>of</strong>fices, but are dependent on up-todate<br />

research information provided by research laboratories <strong>of</strong> the Southeast<br />

Fisheries Center. The close link between these facilities in NMFS <strong>fisheries</strong><br />

habitat conservation efforts is described.<br />

This report summarizes independent advice requested by the National<br />

Oceanic and Atmospheric Administration on the scientific basis <strong>of</strong> management<br />

for the Atlantic bluefin tuna. The committee notes that research on the<br />

biology <strong>of</strong> Atlantic bluefin tuna is not continuing at an intensity necessary<br />

to answer major biological questions pertaining to the management <strong>of</strong> the<br />

<strong>fisheries</strong>.<br />
