This report is the descriptive phase <strong>of</strong> a research project on the<br />

<strong>economics</strong> <strong>of</strong> marine recreational fishing along the middle and south Atlantic<br />

coast <strong>of</strong> the U.S. It describes the data from three large surveys on<br />

sportfishing, surveys that will form the basis <strong>of</strong> a subsequent phase <strong>of</strong> the<br />

research project. This first phase provides a broad brushed picture <strong>of</strong><br />

saltwater fishing during the 1980's and serves as a foundation for a more<br />

comprehensive economic study yet to come.<br />

This report contains information regarding both the costs and benefits<br />

<strong>of</strong> protecting marine mammals and threatened marine species. The report is<br />

organized according to the explicit and implicit costs <strong>of</strong> restricting marine<br />

fishing and the economic value <strong>of</strong> marine mammals. The conflict between free<br />

trade and global marine resources is examined in light <strong>of</strong> two conflicts - the<br />

dolphin bycatch by tuna vessels in the Eastern Tropical Pacific and sea turtle<br />

bycatch by shrimpers in the Caribbean. The implicit costs to U.S. consumers<br />

from various policies restricting trade in tuna and explicit costs to U.S.<br />

tuna fishermen from avoiding dolphins in the ETP are presented. Substitution<br />

among animal protein sources in Japan is examined and adds to our<br />

understanding <strong>of</strong> how sanctions against food from the sea effect the<br />

terrestrial environment. Finally, a survey <strong>of</strong> Massachusetts citizens and<br />

scientists regarding their willingness to pay for the elimination <strong>of</strong> the<br />

bycatch <strong>of</strong> harbor porpoises in New England waters is presented. We provide<br />

estimates indicating that the costs <strong>of</strong> marine mammal protection, both to<br />

fishermen and consumers, are large, that the stated willingness to pay <strong>of</strong><br />

Massachusetts citizens for the marine mammal protection is large, and that the<br />

preferences for the protection <strong>of</strong> harbor porpoises by scientists are not<br />

distinct from preferences <strong>of</strong> the general public.<br />
