The expansion <strong>of</strong> national <strong>fisheries</strong> jurisdiction to the two hundred mile<br />

limit enabled maritime nations to allocate increased shares <strong>of</strong> the fish catch<br />

<strong>of</strong>f their shores to their own fishermen. The Atlantic groundfish catches <strong>of</strong><br />

Canada and the United States are sold primarily on the American market. A<br />

Nerlovian inventory adjustment price expectations model is estimated for the<br />

American demand for groundfish. Income and price elasticities are perverse.<br />

The ability <strong>of</strong> the American market to absorb the increased anticipated catches<br />

are therefore limited, and benefits <strong>of</strong> extended <strong>fisheries</strong> jurisdiction will be<br />

lost unless marketing arrangements are substantially changed.<br />

Value-based ITQ s. Marine Resource Economics,<br />

There is empirical and theoretical evidence indicating that quota<br />

induced high grading is a problem in weight based ITQ programs. This paper<br />

examines value based ITQ programs as a possible solution to this problem. It<br />

is shown that value based ITQ programs do not provide an incentive to high<br />

grade and may achieve a target harvest with greater accuracy than weight based<br />

ITQ programs. Two ways <strong>of</strong> administering value based ITQ programs are<br />

suggested. Though both are arguably more difficult to administer than a<br />
