Two main problems with Robert Willig's criteria for determining when<br />

consumer surplus reasonably approximates the equivalent and compensating<br />

variations are examined: (a) it cannot be easily generalized to cases where<br />

the prices <strong>of</strong> several commodities vary; (b) it is valid only when price and<br />

income changes are relatively small. Secondly, numerical examples are used to<br />

illustrate that the magnitudes <strong>of</strong> error involved may be far from negligible.<br />

Finally this procedure is contrasted with the Pearce and McKenzie approach<br />

that enables an exact not an approximate money metric welfare indicator to be<br />

constructed on the basis <strong>of</strong> observable information.<br />

The individual transferable quota and similar <strong>fisheries</strong> programs are<br />

relatively new concepts in resource management. In an ITQ program each<br />

qualified fisherman is given the right to harvest a select portion <strong>of</strong> the<br />

total allowable catch. This paper provides an overview <strong>of</strong> select ITQ fishing<br />

systems and proposed systems currently underway in five different countries<br />

including the United States. Since there already exists ample biological<br />

resource data on the various systems, this paper emphasizes international<br />

fishing quota programs from an enforcement perspective.<br />

Although conceptual and framework differences exist, individual quota<br />

<strong>fisheries</strong> are no more dependent upon enforcement than their traditional<br />

counterparts. The crucial difference is the enforcement strategy within each<br />

system. The key to an economically feasible enforcement effort is a properly<br />

designed individual quota fishery. This paper defines the unique role <strong>of</strong><br />

enforcement in Federal individual quota <strong>fisheries</strong> and discusses the strategies<br />

and tactics necessary in achieving acceptable levels <strong>of</strong> compliance.<br />

transcendental logarithmic direct and indirect utility functions should be<br />

further modified in two respects, by relating approximations used to the<br />
