This paper reports the results <strong>of</strong> a 1980 survey <strong>of</strong> recreational<br />

shrimpers along the bay and sound systems <strong>of</strong> the Gulf Coast in 1979 and 1980<br />

that was conducted complementarily with the NMFS recreational finfish survey<br />

(MRFSS?).<br />

Recently the situation in Argentina was one <strong>of</strong> declining fishery<br />

production in the domestic arena, with only 25-30 percent <strong>of</strong> the resource<br />

being exploited. Lack <strong>of</strong> technology and working capital led to abandonment <strong>of</strong><br />

substantial parts <strong>of</strong> the fleet, and flight from the industry. A new<br />

government administration took an aggressive stance and attempted to reduce<br />

manipulation and tampering in the management process, and reduce union control<br />

over the industry. To encourage investment and attract new technology a quota<br />

scheme was established.<br />

Allocations <strong>of</strong> quota share were made between local fishing groups and<br />

foreign subsidiaries as well, via an auction. Supplemental conservation<br />

measures such as gear restrictions and seasonal closures were implemented to<br />

address biological concerns. The preliminary results indicated that the new<br />

system was dramatically better than the prior system, and was highly<br />

successful in attracting capital and technology.<br />

Two models are currently being evaluated by a variety <strong>of</strong> fishing groups.<br />

One essentially creates a co-op system that includes a negotiated fee<br />

structure and submitted performance criteria. The other model uses a tonnage<br />

allocation system, under which an auction is held for the industry to purchase<br />

shares <strong>of</strong> quota.<br />
