report first develops economic criteria the vessel owner can use to determine<br />

the pr<strong>of</strong>itability <strong>of</strong> any additional investment including the advisability <strong>of</strong><br />

borrowing additional investment funds. Secondly, with financing for<br />

diversification from public and/or private sources being likely, economic<br />

criteria will be developed so that funds from these sources are loaned out and<br />

committed with minimal risk and with a high degree <strong>of</strong> accountability to the<br />

The purpose <strong>of</strong> this report is to discuss alternatives for an awareness<br />

program for shrimp fishermen regarding bycatch utilization. Bycatch reduction<br />

<strong>of</strong> undesirable sizes and species is an integral part <strong>of</strong> the problem, hence is<br />

also addressed. The first section below briefly summarizes recent information<br />

on bycatch, its utilization and problems surrounding bycatch utilization. The<br />

second section discusses possible objectives <strong>of</strong> an awareness program and types<br />

<strong>of</strong> information that would be required. The third section then addresses<br />

strategies that might be pursued in terms <strong>of</strong> vehicles for conducting an<br />

awareness program. The next section discusses possible content and delivery<br />

methods for a Turtle Excluder Device (TED) information program. As such, it<br />

emphasizes bycatch reduction. The last section then discusses techniques for<br />

monitoring the effectiveness <strong>of</strong> an awareness program. Monitoring will be<br />

important to future decisions concerning whether to continue such a program.<br />

This report summarizes estimates <strong>of</strong> costs and returns for vessels <strong>of</strong><br />

different characteristics that anchor in Florida and trawl in the Gulf <strong>of</strong><br />

Mexico. Data for the calendar year 1977 were collected from vessel owners.<br />

Results are presented in self explanatory tables. No attempt is made to draw<br />

inferences or discuss implications <strong>of</strong> trends, or relationships that may be<br />

apparent in the data. The file also contains a June, 1978 draft final report<br />

to NMFS.<br />

Discarded trawl fish can be processed into fish meal, fish solubles,<br />

fish oil, pet food, and various forms <strong>of</strong> seafood. This study evaluates the<br />

nature <strong>of</strong> the markets potentially available for trawl fish and estimates<br />

potential volumes that could be marketed through these channels. Price<br />

flexibilities were estimated for each market to evaluate impact <strong>of</strong> increased<br />

supplies on price. Based on these estimated relationships, current market<br />

conditions and the availability <strong>of</strong> trawl fish in the Western Gulf <strong>of</strong> Mexico,<br />

potential volumes that could move through each market were determined. For<br />

example, the total catch <strong>of</strong> trawl fish by shrimpers <strong>of</strong> 368 million pounds<br />

could move through the reduction market with only a negligible effect on<br />
