Trends in relative abundance and size <strong>of</strong> red drum, spotted seatrout,<br />

black drum, sheepshead, southern flounder, Atlantic croaker, and sand seatrout<br />

were monitored using a standardized fishery independent gill net and bag seine<br />

sampling program in eight Texas bay systems. The impacts <strong>of</strong> management<br />

decisions based on optimum sustained yield, effects <strong>of</strong> catastrophic events and<br />

stock recruitment relationships can be measured by using estimates <strong>of</strong> relative<br />

abundance based on the fishery independent monitoring program. Fall and<br />

spring gill net catch rates indicate that declines in red drum and spotted<br />

seatrout populations have slowed or stopped since the prohibition <strong>of</strong> sale <strong>of</strong><br />

these species in September 1981. However, the full effect <strong>of</strong> the regulations<br />

may not be evident for 3-5 years because spotted seatrout and red drum do not<br />

spawn until they are 3-5 years old. In addition, the effect <strong>of</strong> these<br />

regulations has been hampered by the coast wide fish kill documented in<br />

December 1983 and January 1984. Reduced population levels <strong>of</strong> red drum,<br />

spotted seatrout and black drum due to this freeze were observed in the 1984<br />

spring gill net catch rates.<br />

This report summarizes a vessel level data base which can be used to<br />

better understand the economic operations <strong>of</strong> those working in the shark<br />

<strong>fisheries</strong>, as well as the implications <strong>of</strong> shark management plans. This data<br />

is drawn from the vessel trip tickets . Among the information included on<br />

these tickets are catch by species, cost by category (ice, fuel, etc.), price<br />

received, and vessel characteristics. Summarized is the historical data base,<br />

but an ongoing data collection effort is underway to continuously update the<br />

data base.<br />

This paper outlines a general procedure for formulating econometric<br />

models <strong>of</strong> population choice behavior from distributions <strong>of</strong> individual decision<br />

rules. A concrete case with useful empirical properties, conditional logit<br />

analysis, is developed in detail. The relevance <strong>of</strong> these methods to economic<br />

analysis can be indicated by a list <strong>of</strong> the consumer choice problems to which<br />

conditional logit analysis has been applied: choice <strong>of</strong> college attended,<br />

choice <strong>of</strong> occupation, labor force participation, choice <strong>of</strong> geographical<br />

location and migration, choice <strong>of</strong> number <strong>of</strong> children, housing choice, choice<br />

<strong>of</strong> number and brand <strong>of</strong> automobiles owned, choice <strong>of</strong> shopping travel model and<br />

destination.<br />
