Waters, to reduce unwanted bycatch <strong>of</strong> juvenile red snapper with ancillary<br />

benefits to other finfish species. The requirement <strong>of</strong> bycatch reduction<br />

devices in shrimp trawls is proposed to allow rebuilding <strong>of</strong> the overfished<br />

stock <strong>of</strong> red snapper at a cost to society net <strong>of</strong> benefits <strong>of</strong> $117 million and<br />

a 3.3% reduction in fleet size.<br />
