Three surveys spanning 28 years were examined for changes in species<br />

caught by recreational fishermen from small boats (skiffs) and commercial<br />

passenger fishing vessels (CPFV s) in California s Monterey Bay region. As<br />

fishing effort increased, the catch <strong>of</strong> certain nearshore species <strong>of</strong> rockfish,<br />

Sebastes spp., declined. CPFV fishing was conducted farther from port and in<br />

deeper water to compensate for declining abundance while most skiffs remained<br />

in traditional areas close to port. The trend toward deeper water CPFV<br />

fishing has been interrupted only temporarily by increased availability <strong>of</strong><br />

nearshore species. Life history characteristics <strong>of</strong> rockfish including<br />

residential behavior, variable recruitment, and natural longevity contribute<br />

to a vulnerability to localized overfishing for several species.<br />

A workshop report that provides coastal resource managers, agency, and<br />

academic economists in the Southeast Region the opportunity to work together<br />

to understand the application <strong>of</strong> the tools <strong>of</strong> environmental <strong>economics</strong> in the<br />

management <strong>of</strong> coastal resources. The introduction gives readers an<br />

understanding <strong>of</strong> the applications and limitations <strong>of</strong> the document. Section 2<br />

explores the role <strong>of</strong> <strong>economics</strong> in issues <strong>of</strong> environmental management. The<br />

history <strong>of</strong> environmental <strong>economics</strong> is included, with brief descriptions <strong>of</strong><br />

early theory and the evolving role <strong>economics</strong> plays in coastal management<br />

decisions. Social welfare is also addressed, with special emphasis placed on<br />

non-market values. Finally, specific areas in which <strong>economics</strong> can aid in the<br />

decision making process are presented. Section 3 contains a summary <strong>of</strong> the<br />

range <strong>of</strong> economic tools available to coastal resource managers. In the fourth<br />

section, coastal zone decision making is addressed. Finally (section 5) the<br />

concerns and experiences participants shared with the group as a whole and in<br />

break out group sessions during the workshop are described.<br />
