The objective <strong>of</strong> the National Aquaculture Improvement Act <strong>of</strong> 1985 was to<br />

Except under certain conditions where trawling periods are limited by<br />

fishing conditions to about 45 minutes bottom time, synchronized tow times may<br />

not be a practical management option for the conservation <strong>of</strong> sea turtles in<br />

<strong>of</strong>fshore shrimp <strong>fisheries</strong> <strong>of</strong> the southeast region. Furthermore, there seems<br />

to be little room for reasonable compromise. Jeopardy <strong>of</strong> sea turtles<br />

increases rapidly at bottom tow times above 45 minutes, while on the other<br />

hand, production capabilities <strong>of</strong> the shrimp <strong>fisheries</strong> decrease rapidly at<br />

bottom tow times less than about 105 minutes. The extremes <strong>of</strong> the situation<br />

seem too great to reasonably expect a practical solution predicated on<br />

enforceable maximum tow times.<br />
