Because <strong>of</strong> continued elevated levels <strong>of</strong> sea turtle strandings in NMFS<br />

statistical Zones 20 and 18, emergency restrictions were filed with the<br />

Federal Register on April 27, 1995, which became effective at 12:01 a.m.,<br />

April 30, 1995. The restrictions apply to shrimp trawling in Gulf <strong>of</strong> Mexico<br />

<strong>of</strong>fshore waters out to 10 nautical miles, along two sections <strong>of</strong> the Texas and<br />

Louisiana coasts. While TED requirements remain in effect, the use <strong>of</strong> s<strong>of</strong>t<br />

TEDs, bottom opening TEDs, try nets without top opening hard TEDs, and flaps<br />

that completely cover the escape opening on top opening hard TEDs are<br />

prohibited. In essence, the only type <strong>of</strong> TED that can be used in the<br />

restricted areas is a top opening hard TED with a flap that does not cover the<br />

escape opening. The restrictions will remain in effect for 30 days.<br />

and quantity, area and depth <strong>of</strong> capture, and prices received by fishermen.<br />
