Because dolphins sometimes travel with yellowfin tuna, Thunnus<br />

albacares, in the eastern tropical Pacific (ETP), purse seiners use the<br />

dolphins to locate and capture tuna schools. During the process <strong>of</strong> setting<br />

the purse seine nets, dolphins <strong>of</strong>ten become entangled and drown before they<br />

can be released. Data for the U.S. purse seine fleet in the ETP during 1979-<br />

88 show that dolphin mortality rates in sets made during the night are higher<br />

than mortality rates in sets made during the day. Even with efforts to reduce<br />

night set mortality rates through the use <strong>of</strong> high intensity floodlights, night<br />

set mortality rates remain higher. The data are also used to simulate a<br />

regulation on the fishery aimed at eliminating night sets and show that<br />

dolphin mortality rates would decrease.<br />

This paper is concerned with those actions <strong>of</strong> business firms that have<br />

harmful effects on others. The real question is whether A should be allowed<br />

to harm B or should B be allowed to harm A with the avoidance <strong>of</strong> the more<br />

serious harm. What answer should be given is not clear unless we know the<br />

value <strong>of</strong> what is obtained as well as the value <strong>of</strong> what is sacrificed to obtain<br />

Rock shrimp were collected monthly from the west Florida shelf during<br />

Project Hourglass. A total <strong>of</strong> 973 rock shrimp were weighted, measured, sexed,<br />

and examined for morphological variation. Ovaries <strong>of</strong> 463 females were removed<br />

and classified and studies <strong>of</strong> carapace length for males and females were<br />

conducted. Rock shrimp is a generalize carnivore feeding primarily on<br />

mollusks and crustaceans. Feeding activity is nocturnal and occurs yearlong.<br />

No economically important concentrations <strong>of</strong> rock shrimp were found in the<br />

study area, but populations with apparent economic potential have been<br />

reported <strong>of</strong>f Cape St. George, Florida, Cape Canaveral, and Isla Contoy,<br />

Mexico.<br />
