Transcendental Logarithmic Demand System. Draft report.<br />

Since the early 1980's, U.S. shrimp imports have been experiencing a<br />

transition from wild-caught shrimp to farm-raised products. This paper sought<br />

to analyze the U.S. demand for shrimp products. Using the Transcendental<br />

Logarithmic Demand System (TL), the findings show that demand is inelastic for<br />

all shrimp products. Nonlinear impacts and joint impacts <strong>of</strong> expenditures are<br />

significant. No significant shifts in preferences for the U.S. shrimp<br />

consumers have happened.<br />

The Dynamics <strong>of</strong> Regulated Open Access Resource Use. <br />

This paper models interaction between a regulatory agency and an open<br />

access industry exploiting a resource. Both groups are modeled with plausible<br />

behavioral assumptions and the joint dynamics <strong>of</strong> their interaction are<br />

examined. The qualitative nature <strong>of</strong> the interaction depends upon relative<br />

response speeds as well as other structural parameters.<br />

This paper analyzes labor/leisure choices for individual fishermen<br />

jointly with their quota demands. The model is suitable for analyzing some<br />

important issues in ITQ design, particularly determinants <strong>of</strong><br />

exit/participation decisions. The model suggests how personal characteristics<br />

interact with market variables to influence the exit/stay decision and<br />

participation.<br />

This paper discusses various options for managing the Spanish mackerel<br />

fishery under controlled access. A brief description <strong>of</strong> the fishery is<br />

presented, followed by a discussion <strong>of</strong> the problems in the fishery that could<br />

be solved by a controlled access regime. A number <strong>of</strong> instruments that could<br />

be utilized under controlled access are discussed. These range from what<br />

could be considered as the most free market situation, to instruments that<br />

could impose certain restrictions, and finally to a no action situation. Some<br />

comments are provided on deciding the process <strong>of</strong> how to decide on initial<br />

eligibility, and how to set the initial TAC. The discussions are broad based<br />

enough to give the public an opportunity to evaluate the different options.<br />

The potential rents that could be generated by the tuna <strong>fisheries</strong> in the<br />

south Pacific under proper management are estimated. While it is recognized<br />

that optimal rents generated by the fishery cannot be accurately estimated<br />

based simply on summaries <strong>of</strong> observed data, an in-depth analysis to determine<br />

the level <strong>of</strong> rents generated by the fishery was not conducted. Rents were<br />

estimated to be between 10% and 15% <strong>of</strong> the value <strong>of</strong> the resource with current<br />

fishing fees averaging 4% to 5%. The implication is that increases in fees to<br />

nations controlling the fishing grounds would be appropriate.<br />
