The paper reports on the results <strong>of</strong> an analysis <strong>of</strong> the economic<br />

interrelationships in Florida's commercial near-shore fishery. A dual-based<br />

revenue function is specified to estimate own-price and cross-price<br />

elasticities <strong>of</strong> supply for selected key species. Implications for fishery<br />

management policy is discussed.<br />

The National Marine Fisheries Service (NMFS) is attempting to decrease<br />

discards, particularly dead discards, <strong>of</strong> Atlantic bluefin tuna (Thunnus<br />

thynnus) by U.S. commercial longline pelagic <strong>fisheries</strong>. This document<br />

describes preliminary analyses <strong>of</strong> logbook and dealer weight out slips<br />

collected from 1991 to 1995. Analyses partition trip data into three regions:<br />

fish caught north <strong>of</strong> 34 degrees latitude, fish caught south <strong>of</strong> 23 degrees<br />

latitude, and fish caught in the Gulf <strong>of</strong> mexico. Non-parametric tests were<br />

conducted on the data by region and season. Initial results indicate<br />

significant differences between the number <strong>of</strong> Atlantic bluefin tuna caught and<br />

discarded per trip by season and region. This suggests time/area closures may<br />

reduce discards by the U.S. commercial longline pelagic <strong>fisheries</strong>.<br />

A critique <strong>of</strong> The Corps <strong>of</strong> Engineers economic analysis which is built<br />

on several critical assumptions. The Corps assumes that through better<br />

<strong>fisheries</strong> management many currently depleted fish stocks will be rebuilt to<br />

former robust level. The Corps further assumes that the fishery management<br />

(including those stocks that are not under the aegis <strong>of</strong> the Magnuson Act) will<br />

be effective in preventing overcapitalization. That is, potential economic<br />

rents created by the stabilization <strong>of</strong> Oregon Inlet will not be dissipated by<br />

increases in the number, average size, or efficiency <strong>of</strong> the current fishing<br />

fleet. In practice this probably means that the <strong>fisheries</strong> will be managed<br />

using some sort <strong>of</strong> individual transferable fishing quotas. Implicit in the<br />

Corps analysis is also the assumption that the general condition <strong>of</strong> <strong>fisheries</strong><br />

habitat will not continue to deteriorate and that the presence <strong>of</strong> the jetties<br />

will not harm <strong>fisheries</strong> through disruption <strong>of</strong> larval transport through the<br />

inlet. The author questions the usefulness <strong>of</strong> the Corps analysis.<br />
