A system <strong>of</strong> individual transferable quotas (ITQs) was introduced into<br />

the southern bluefin tuna (SBT) fishery in 1984. This was the first such<br />

management system to be introduced in Australia and among the first worldwide.<br />

Its introduction marketed a radical departure from traditional management<br />

regimes based on limiting the number <strong>of</strong> boats allowed to operate and other<br />

input controls. Because ITQs are a potential management option for many other<br />

<strong>fisheries</strong>, their success or otherwise in improving the economic performance<br />

and prospects <strong>of</strong> the SBT fishery is likely to have ramifications for the<br />

future direction <strong>of</strong> <strong>fisheries</strong> management in Australia. The impact <strong>of</strong> the ITQ<br />

scheme on fishery pr<strong>of</strong>itability is assessed in relation to the expected<br />

outcomes <strong>of</strong> alternative management programs if they had been introduced<br />

instead <strong>of</strong> ITQs. A model that draws together the major biological, physical,<br />

and economic relationships in the fishery provides a framework for this<br />

analysis.<br />
