Classical economic theory says that at equilibrium the fishing mortality<br />

associated with maximum economic yield is less than fishing mortality at<br />

maximum sustainable yield and that biomass at maximum economic yield is<br />

greater than at maximum sustainable yield. But, results can be different if<br />

the model is modified to include fish schooling or aggregation, discount rate,<br />

and time horizon effects. Thus, <strong>economics</strong> will not necessarily save the<br />

day, even when <strong>fisheries</strong> are managed using economic objectives (e.g. under<br />

ITQs).<br />

The evolution <strong>of</strong> the precautionary principle and approach from a series<br />

<strong>of</strong> international meetings and agreements is summarized. How it is applied in<br />

internationally managed <strong>fisheries</strong> is compared to the U.S. history <strong>of</strong><br />

management. The conclusion is that it is just another attempt to impose the<br />

same management regime that has existed in the past and has failed to prevent<br />

stock and fishery collapses.<br />
