Economic assistance in many countries takes two forms: assistance to<br />

harvesting and assistance to processing. Harvesting assistance is for social<br />

reasons and for the broader objective <strong>of</strong> alleviating specific obstacles.<br />

Processing assistance includes short term adjustment measures to alleviate<br />

adverse effects on the industry <strong>of</strong> cyclical fluctuations. Few countries in<br />

the survey admit to having real subsidies.<br />

It is likely that trade liberalization will have a small environmental<br />

impact in the <strong>fisheries</strong> sector. Environmental effects are much more likely to<br />

come about as a result <strong>of</strong> national or international management strategies.<br />

However, in the aftermath <strong>of</strong> the Uruguay Round s decision to incorporate an<br />

environmental assessment in future trade agreements, it will be necessary to<br />

develop a methodology which will permit the evaluation <strong>of</strong> trade liberalization<br />

on the environment.<br />
