This paper proposes to measure the harvesting capacity <strong>of</strong> the major<br />

elements <strong>of</strong> the U.S. Pacific fishing fleet. The type <strong>of</strong> capacity used is<br />

called peak-to-peak capacity and reflects the percentage <strong>of</strong> potential<br />

harvest that the industry would be willing to produce if there were not<br />

constraints on resource availability or restrictions on resource harvesting.<br />

Because the definition <strong>of</strong> capacity is extremely crucial to this analysis and<br />

its application, the underlying assumptions is crucial to the methodology<br />

chosen to calculate capacity. Ten Pacific coast <strong>fisheries</strong> have been examined<br />

for 15 to 17 years. These <strong>fisheries</strong> account for 86 percent <strong>of</strong> the dollar<br />

volume and 72 percent <strong>of</strong> the total weight volume <strong>of</strong> landings in the Pacific<br />

area.<br />

An evaluation <strong>of</strong> the fishing vessel decommissioning scheme <strong>of</strong> the<br />

European Union to achieve a 20 percent reduction in bottom trawl <strong>fisheries</strong> and<br />

Four major manufacturing industries are examined. The abatement effect<br />

on capital and labor productivity are determined from parameters <strong>of</strong> a system<br />

<strong>of</strong> factor demand equations that allow for disequilibrium in factor markets.<br />

The system is estimated for each industry with annual time series data from<br />

1960 to 1980. Abatement requirements were found to retard both average<br />

capital productivity and average labor productivity in three <strong>of</strong> the four<br />

industries; paper, chemicals and primary metals. For several industries in<br />

which factor productivity was slower after 1973, environmental controls<br />

accounted for a significant proportion <strong>of</strong> that slow down.<br />
