conservation and academic communities. The proper role <strong>of</strong> government is not<br />

to force bycatch regulations and systems on an already heavily burdened<br />

industry. Instead, it should be to provide planning support, sponsor and<br />

coordinate research, disseminate bycatch data and other information, educate<br />

the public on the real issues and progress being made, and perhaps most<br />

important, listen to what the industry is saying. Examples <strong>of</strong> what government<br />

is doing are described. The paper ends by describing, in general terms, what<br />
