the utility <strong>of</strong> benefit cost analysis within the wetlands regulation process.<br />

Reform <strong>of</strong> national wetlands programs can result in enhanced maintenance <strong>of</strong><br />

wetlands stocks and accommodation <strong>of</strong> development pressures. The policy<br />

reforms proposed in this paper will result in achievement <strong>of</strong> these objectives<br />

improvement plus beneficiary tax program. Toward that end the relationship<br />

between SAV abundance and s<strong>of</strong>t crab harvest will be demonstrated. Then a<br />

conceptual model is developed discussing principles for setting benefit taxes<br />

on an open access fishery. Empirical estimation <strong>of</strong> the model components<br />

illustrates the application <strong>of</strong> the approach.<br />

disposability in a two-stage estimation. Nebraska agriculture sector time<br />

series data is spread over 1936-94. Results indicate the difference in the<br />
