Many examples <strong>of</strong> introduced plants, animals, and pathogens <strong>of</strong>ten pose an<br />

initially hidden but eventually monumental problem in the U.S. or any other<br />

country whose doors are opened to traffic from other lands. Some costly<br />

invaders remain inconspicuous in this country for decades and then spread<br />

swiftly. Their harmful effects are <strong>of</strong>ten subtle and surreptitious, but the<br />

eventual impacts on the economy or natural environment are no less real, and<br />

<strong>of</strong>ten disastrous and even irreversible, as when native species disappear.<br />

The findings <strong>of</strong> a workshop that described the groundfish management<br />

activities in the Scotia-Fundy Region from 1977 to 1993 are presented. The<br />

workshop objectives were to (1) identify the degree to which the management<br />

objectives for this part <strong>of</strong> the Atlantic Canada fishery were met since the<br />

extension <strong>of</strong> jurisdiction in 1977 and (2) to the degree that they have not<br />

been met, identify the causes that prevented successful attainment <strong>of</strong> the<br />

objectives. The primary objective <strong>of</strong> stock conservation was to be obtained<br />

using F 0.1 single species quota management. The inability to meet the<br />

conservation objectives, in part due to short term trade <strong>of</strong>fs in support <strong>of</strong><br />

economic and social objectives, has in the longer term undermined the<br />

sustainability <strong>of</strong> the commercial fishery and the fishing community.<br />
