paper (Part II). Gray and Hotelling's contributions to the theory <strong>of</strong> the mine<br />

are compared (Part III). The paper concludes with a comparison drawn between<br />

the author's findings and the scant attention previously paid to Gray's<br />

contributions to natural resource <strong>economics</strong>.<br />

Within most <strong>fisheries</strong> policies, social objectives have hitherto been<br />

unstated, non-specific or unprioritized. The policies have, in effect, been<br />

driven by conservation and economically orientated goals. Trends in the North<br />

Atlantic <strong>fisheries</strong> have necessitated the down scaling <strong>of</strong> fishing effort and<br />

the schemes for reducing fishing capacity carry pr<strong>of</strong>ound implications for the<br />

social welfare <strong>of</strong> fishing communities and fishery dependent regions. Within<br />
