This report summarizes available information about the 1982 shrimp<br />

fishery along the south Atlantic coast. Four aspects <strong>of</strong> the fishery are<br />

discussed in relation to historical trends: (1) ex-vessel value received by<br />

commercial shrimpers, (2) landings, (3) productivity <strong>of</strong> commercial vessels and<br />

(4) pr<strong>of</strong>itability. Overall, 1982 was a good year for commercial shrimpers in<br />

the south Atlantic, and the relatively mild winter <strong>of</strong> 1982-83 suggests that<br />

1983 will be a good year as well.<br />

An objective <strong>of</strong> minimum size limits is to increase biomass landed by<br />

harvesting fewer but heavier fish. Biological yield per recruit models<br />

adequately predict equilibrium yield per recruit with and without the size<br />

limit, but they do not quantify the trade <strong>of</strong>fs between short run losses and<br />

long run gains in yield per recruit during the transition between equilibria.<br />

This study quantifies the transition between equilibria and suggests the<br />

internal rate <strong>of</strong> return as a suitable criterion for evaluating the<br />

effectiveness <strong>of</strong> a proposed minimum size limit. In addition, two new<br />

variables are introduced into the yield per recruit framework, one<br />

representing the probability that undersized fish are caught and released and<br />

the other defining the probability that a released fish will survive. Minimum<br />

size limits for ten species in the south Atlantic snapper-grouper fishery are<br />

evaluated.<br />

In 1982, commercial landings <strong>of</strong> snappers and groupers exceeded 21<br />

million pounds worth approximately $25.8 million. Grouper landings increased<br />

from less than 5 million pounds in 1978 to a record 12.4 million pounds worth<br />

a record $12.3 million in 1982, primarily due to the increased use <strong>of</strong> bottom<br />

longlines. In 1982, groupers represented nearly 59 percent <strong>of</strong> the commercial<br />

snapper-grouper catch. Red snapper landings increased from 4.5 to nearly 6<br />

million pounds from 1978 to 1982, which reverses a long run decline that began<br />

in 1966. Red snapper landings were worth a record $10.2 million in 1982.<br />

Recreational fishermen harvest significant numbers <strong>of</strong> snappers, groupers, and<br />

sea basses, but recreational catch data have not been available since 1979<br />

when approximately 9 million fish were caught.<br />
