To examine the consequences <strong>of</strong> possible bias in the estimates <strong>of</strong> red<br />

snapper bycatch in the Gulf <strong>of</strong> Mexico shrimp fishery, the number <strong>of</strong> juveniles<br />

taken as part <strong>of</strong> the bycatch were adjusted downward by 14 and 33 percent.<br />

Adjusting for these biases only slightly improves the estimates <strong>of</strong> current<br />

stock status. A 50 percent reduction in shrimp bycatch is still required in<br />

1997. The magnitude <strong>of</strong> the postulated error in the bycatch estimates is<br />

insufficient to meaningfully affect the need to reduce bycatch <strong>of</strong> red snapper<br />

by the shrimp fishery.<br />

Simulated observations <strong>of</strong> spawning stock size, recruitment, and two<br />

random environmental variables were obtained from a density-independent Leslie<br />

matrix model. Recruitment to age 1 was directly proportional to population<br />

fecundity but strongly influenced by the effects <strong>of</strong> the random environmental<br />

variables. The simulated observations were subjected to multiple regression<br />

analysis that detected the influence <strong>of</strong> the random environmental variables but<br />

did not reliably detect the influence <strong>of</strong> spawning stock. these results<br />

indicate that multiple regression is unreliable in detecting the influence <strong>of</strong><br />

stock on recruitment when annual variations in recruitment are primarily due<br />

to environmental factors.<br />

The conservation measures currently in place are unlikely to enhance the<br />

condition <strong>of</strong> the stock without the assistance <strong>of</strong> an unforeseen,<br />

environmentally controlled increase in recruitment. Stringent conservation<br />

measures will be required <strong>of</strong> the directed fishery to attain the spawning stock<br />

goals <strong>of</strong> the Plan and will likely be required to persist indefinitely if the<br />

shrimp trawl discard mortality cannot be controlled.<br />
