The proposed action will result in management <strong>of</strong> the shark and other<br />

elasmobranch in the U.S. Fishery Conservation Zone (FCZ) under the<br />

jurisdiction <strong>of</strong> the Gulf <strong>of</strong> Mexico Fishery Management Council. The basic<br />

objective will be to manage these stocks for their optimum yield. Specific<br />

objectives are to minimize foreign fishing bycatch and mortality <strong>of</strong> species<br />

other than sharks for which no surplus (TALFF) is available. Maximize the<br />

benefits derived by domestic fishermen from the shark and other elasmobranch<br />

resource. Minimize conflicts among the participants in the shark fishery and<br />

other <strong>fisheries</strong> in the FCZ. Establish a data collection system which will<br />

provide the information necessary for future management <strong>of</strong> the fishery.<br />

Recognizing that a surplus exists in the fishery and that it is an<br />

underutilized resource, a long term objective shall be support <strong>of</strong> a fishery<br />
