The National Marine Fisheries Service proposes to implement a regulatory<br />

amendment for the 1995 Atlantic bluefin tuna fishery consistent with<br />

recommendations from the 1994 meetings <strong>of</strong> the International Commission for the<br />

Conservation <strong>of</strong> Atlantic Tunas (ICCAT). Four national quota alternatives are<br />

examined, in combination with five domestic quota allocation alternatives, and<br />

three access control alternatives. There are clear trade<strong>of</strong>fs between short<br />

term economic benefits (net commercial revenues and angler consumer surplus)<br />

and long term biological benefits (increases in stock size). The preferred<br />

alternative for 1995 consists <strong>of</strong> a preferred quota alternative (2200 mt) and a<br />

preferred domestic allocation alternative (status quo). A brief discussion <strong>of</strong><br />

three access control alternatives is provided.<br />

more flexible, comprehensive, long term management solution. Supplemental<br />

options papers for the U.S. Atlantic swordfish and shark <strong>fisheries</strong> have also<br />

been prepared. Options for long term management solutions will be outlined in<br />

a second forthcoming concept paper.<br />
