This study was undertaken to provide information on the seasonal fishing<br />

activities <strong>of</strong> the Gulf shrimp fleet. The study describes the mobility <strong>of</strong><br />

western Gulf shrimp vessels, compares fleet mobility in 1981 with that in<br />

earlier years, and relates the results to the 1981 closure <strong>of</strong> the Texas brown<br />

shrimp fishery. Companion studies in this series address the effect <strong>of</strong> this<br />

fishing activity on catch rates and utilization <strong>of</strong> shoreside facilities.<br />

This paper summarizes the background <strong>of</strong> scientific issues and debates<br />

surrounding the climate change headlines. While the goal is to present a<br />

balanced, reflective portrait <strong>of</strong> those debates, the overall message sent to<br />

policy-makers and planners must still be the need to act now to plan for this<br />

emerging global crisis. In other words, while various interpretations exist<br />

as to whether the sea level is rising, it is abundantly clear to this author<br />

that policies and planning for action must be developed soon.<br />

The value <strong>of</strong> commercial shrimp landings for 1971 in the state <strong>of</strong> Texas<br />

was $63.9 million. In the three coastal regions <strong>of</strong> Brownsville-Aransas, Port<br />

Lavaca-Galveston, and Beaumont-Port Arthur in 1971 this value was $37.6,<br />

$23.6, and $2.7 million, respectively. These commercial shrimp landings have<br />

a significant impact on the economy <strong>of</strong> Texas and on the economies <strong>of</strong> the three<br />

coastal regions. The estimated direct, indirect and induced impact <strong>of</strong> 1971<br />

commercial shrimp landings on the Texas economy was $197.2 million in output;<br />

$56.8 million in personal incomes; and 6,083 persons employed. Within the<br />

Brownsville-Aransas region, the $37.6 million landings by the commercial<br />

shrimp industry stimulated total economic output <strong>of</strong> $92.5 million. The $23.6<br />

million landings by the commercial shrimp industry within the Port Lavaca-<br />
