The emplacement <strong>of</strong> oil and gas platforms <strong>of</strong>f the Louisiana coast has<br />

resulted in the creation <strong>of</strong> this country's most extensive artificial reef<br />

system. By the year 2000, it has been estimated that over 40% <strong>of</strong> the<br />

remaining oil and gas structures in the Gulf <strong>of</strong> Mexico will have been removed<br />

at a major loss to Louisiana fishermen. It was, therefore, imperative that<br />

the state <strong>of</strong> Louisiana recognize this potential loss <strong>of</strong> habitat and plan to<br />

<strong>of</strong>fset it either by creating new artificial reefs or by preserving those that<br />

already existed. In this report, sites were selected, permitting procedures<br />

established, and a list <strong>of</strong> acceptable materials generated.<br />

Results <strong>of</strong> the seventh triennial echo integration-trawl survey <strong>of</strong><br />

Pacific whiting along the west coasts <strong>of</strong> the United States and Canada are<br />

presented. The coast wide biomass for Pacific whiting was estimated at 1.39<br />

million ton using a new model <strong>of</strong> target strength to length. Justification for<br />

the use <strong>of</strong> the new model is discussed and estimates based on both models are<br />

compared.<br />

This paper develops an economic analysis appropriate to the biological<br />

and social characteristics <strong>of</strong> highly variable, multiple species systems with<br />

biological and social dynamics that are imperfectly understood and parameters<br />

that are difficult to measure. The argument (alien to traditional treatment<br />

<strong>of</strong> <strong>fisheries</strong> <strong>economics</strong>) is that (1) the imperfections <strong>of</strong> our knowledge and the<br />

uncontrollable variations in <strong>fisheries</strong> systems severely constrain the range <strong>of</strong><br />

economically feasible management options; (2) the social cost <strong>of</strong> rule making<br />

and enforcement are high when a complex, uncertain, and highly variable<br />

environment is the target <strong>of</strong> management; and (3) efficiency in this kind <strong>of</strong><br />

environment is much more closely related to the adaptive, learning behavior <strong>of</strong><br />

individual economic actors than to the traditional notion <strong>of</strong> input cost<br />

minimization.<br />

The Maine lobster fishery has long been described as a classic case <strong>of</strong><br />

over fishing; both biologically and economically. To the discomfort <strong>of</strong><br />

standard management theory the fishery continues to produce high sustained<br />

yields; in terms <strong>of</strong> biological performance it may be one <strong>of</strong> the best managed<br />

<strong>fisheries</strong> in the world. This result occurs without resort to limited entry<br />
