Galveston Bay's inshore <strong>fisheries</strong> have expanded concurrent with declining<br />

economies. While overall the Texas closure had little impact on either <strong>of</strong> the<br />

inshore <strong>fisheries</strong>, the Galveston Bay shrimpers experienced more <strong>of</strong> a direct<br />

impact on their livelihood than Calcasieu Lake shrimpers.<br />

A technical review <strong>of</strong> the biological status <strong>of</strong> the brown, pink, and<br />

white shrimp <strong>fisheries</strong> was recommended by the Gulf <strong>of</strong> Mexico Fishery<br />

Management Council. This workshop was convened to assess the present status<br />

<strong>of</strong> the <strong>fisheries</strong>, review stock assessment techniques and make recommendations<br />

about areas <strong>of</strong> focus for research. The workshop panel was comprised <strong>of</strong><br />

national experts, state and federal <strong>of</strong>ficials, and the scientific support<br />

In January, 1990, the Gulf <strong>of</strong> Mexico Fishery Management Council<br />

requested that the Southeast Fisheries Center investigate the feasibility <strong>of</strong><br />

improving the economic returns from the brown shrimp fishery through<br />

cooperative management measures with Louisiana and other Gulf coast states.<br />

During the past year, a simulation model was developed at the Galveston<br />

Laboratory to study the impact <strong>of</strong> closure options on the brown shrimp fishery.<br />

The basic premise <strong>of</strong> the model was to prohibit fishing on emigrating juvenile<br />

brown shrimp and allow the population to increase to a larger and more<br />

valuable average size. The complete analysis involved four phases: 1)<br />

construction <strong>of</strong> the biological model to simulate yields in numbers <strong>of</strong> shrimp<br />

and pounds; 2) calculation <strong>of</strong> revenues from simulated landings and regional<br />

price structure; 3) determination <strong>of</strong> fishing costs based on published cost<br />

information and data regarding the size <strong>of</strong> the fishery (i.e., number and type<br />

<strong>of</strong> fishing vessels); and 4) simulation <strong>of</strong> four separate time period closure<br />

options in the brown shrimp fishery for different regional areas within the<br />

Gulf <strong>of</strong> Mexico.<br />
