The value society places on salmon has changed over time. Values <strong>of</strong><br />

hydropower, and navigation development. This short sighted view <strong>of</strong> resource<br />

management measures very well or the implications for effort limitation<br />

programs, total quotas, or seasonal closures when the common property<br />

externality exists in the fishery.<br />
