This study applies the travel cost model using survey data collected by the<br />

Texas Parks and Wildlife. The demand model for sport-boat fishing was<br />

estimated empirically using a Maximum Likelihood approach, which recognizes<br />

that the travel cost data are <strong>of</strong> a discrete nature and subject to systematic<br />

truncation. The estimates generated in this study validate the notion that<br />

the sport-boat fishing services provided by the Corpus Christi Bays are<br />

significant, and that improvements in habitat and water quality could result<br />

in significant gains in economic value.<br />

Incentive adjusting control methods include individual quotas, taxes,<br />

group fishing rights, and individual effort quotas because they tend to<br />

improve or tighten the connection between those persons making fishery<br />

management and capacity decisions and the persons bearing the full<br />

consequences <strong>of</strong> those decisions. If the consequences are entirely borne by<br />

the decision maker, there are no external effects <strong>of</strong> the decision and the<br />

decision-maker tends to act in the social interest when serving his selfinterest.<br />

It is important to realize that the different incentive adjusting<br />

control methods have widely different implications in terms <strong>of</strong> wealth<br />

generation and, in particular, its distribution. These methods potentially<br />

could lead to reductions in fishing capacity if properly applied in certain<br />

<strong>fisheries</strong>.<br />

different management techniques is provided. The multispecies problem,<br />

environmental effects, and the very important subject <strong>of</strong> risk are touched on<br />

in the paper. The social and economic options that are so very important in<br />

adjusting the optimum biological yields are not discussed.<br />
