After summarizing the debate over what constitutes a correct<br />

interpretation <strong>of</strong> econometric studies <strong>of</strong> the relationship between air<br />

pollution and property values (Anderson and Crocker, Freeman), a model <strong>of</strong><br />

residential location and land rent determination that accounts for the<br />

influence <strong>of</strong> air pollution is developed as a point <strong>of</strong> departure for a critical<br />

discussion the debate. The regression studies cannot be used for predictive<br />

purposes except to the extent that the city is small and there is mobility<br />

among cities and that the assignment model cannot be used for prediction in<br />

the way that has been suggested.<br />
