have caused new concerns for the U.S. shrimp fishing industry. Imports<br />

increased dramatically since 1981 reaching a high <strong>of</strong> 421 million pounds (heads<br />

<strong>of</strong>f) in 1983 that accounts for over 70 percent <strong>of</strong> the supply <strong>of</strong> shrimp in the<br />

U.S. Opposition to tariffs and quotas comes from three sources. Consumers<br />

feel shrimp available for consumption would be reduced and would be available<br />

only at considerably higher prices. Marketing and processing firms contend<br />

that the cost <strong>of</strong> operations would be increased due to a reduction in volume <strong>of</strong><br />

shrimp for processing and marketing. Finally, industry analysis hypothesize<br />

that increased ex-vessel prices due to reduced imports will be at best a short<br />

run solution to the low or negative economic returns due to the expected<br />

increased entry into the fishery associated with the increased prices.<br />

The domestic import demand for shrimp and world supply <strong>of</strong> shrimp to U.S.<br />

buyers is analyzed via a simultaneous model to determine principal factors<br />

affecting the import market. Import price, quantity, and tax revenue effects<br />

<strong>of</strong> proposed tariffs and/or quotas will then be analyzed. Finally an ex-vessel<br />

domestic shrimp price equation is developed to determine the effect <strong>of</strong> a set<br />

<strong>of</strong> economic factors on ex-vessel shrimp prices. Estimated changes in import<br />

quantities demanded under the second objective are incorporated in the exvessel<br />

model to estimate the effects <strong>of</strong> the proposed tariffs and quotas on exvessel<br />
