more significant applications <strong>of</strong> the concept <strong>of</strong> economic surplus. Finally,<br />

Three assumptions in <strong>fisheries</strong> <strong>economics</strong> may give rise to misleading<br />

estimates <strong>of</strong> supply; aggregate fishing effort, single species analyses <strong>of</strong><br />

multispecies <strong>fisheries</strong>, and aggregating fishing days to the trip level. This<br />

paper focuses on the third assumption using Hawaii s multispecies pelagic<br />

longline fishery as an empirical example. Using a revenue function approach,<br />

aggregation consistency is tested and rejected for all trip classifications.<br />

Hence a policy maker relying on results generated from the trip level model<br />

would draw the erroneous conclusion that economic factors do not influence<br />

production, that production is strictly biologically determined.<br />

Aggregation theory is reviewed and the implications for fishery<br />

<strong>economics</strong> is discussed. This is followed by a characterization <strong>of</strong><br />

nonjointness in multispecies production and the relationship between<br />

aggregation and input price nonjointness. To further ground this discussion,<br />

an empirical example using data from Hawaii s longline fishery is then<br />

provided in the third section. Temporal aggregation consistency is tested and<br />

rejected for all three trip classifications. Hence a policy maker relying on<br />

results generated from the trip level model would draw the erroneous<br />

conclusion that economic factors do not influence production, that production<br />

is strictly biologically determined. The importance <strong>of</strong> accurate supply<br />

measures is demonstrated by comparing a hypothetical individual transferable<br />

quotas program that might arise using results from the aggregated model<br />

against an ITQ program based on disaggregate results. Overall, the ITQ<br />

program based on the aggregate model results in unnecessarily stringent catch<br />
