and Imports <strong>of</strong> Whole Groundfish from Canada. Marine Resource<br />

Capacity in the U.S. fish processing industry increased with the U.S.<br />

fishing fleet following establishment <strong>of</strong> the 200 mile limit in 1977. As U.S.<br />

landings declined after 1983, whole imports from Canada have increased.<br />

Focusing on cod, haddock, and flounder, this study specifies a system <strong>of</strong><br />

equations to model the U.S. processing sector. The model analyzes short run<br />

decisions in processing and hypothesizes that both the hoarding <strong>of</strong> skilled<br />

labor and the desire to maintain specific retail customers prompts processors<br />

to attempt to maintain output when their principal product sources, U.S.<br />

landings, decline. Specifically, processors are hypothesized to bid higher<br />

U.S. exvessel prices and to demand more whole imports from Canada.<br />

Underutilization <strong>of</strong> processing capacity is found to have a significant<br />

positive effect on U.S. processors demand for whole imports. Whole imports<br />

are found to have a significant negative effect on U.S. exvessel prices.<br />
