This report summarizes the results <strong>of</strong> CFEC research into the net returns<br />

<strong>of</strong> Southeast Alaska salmon drift gill net fishermen in 1980, 1981, and 1982.<br />

A brief description <strong>of</strong> the CFEC financial model for this fishery is provided<br />

as well as various outputs <strong>of</strong> that model. Results summarized include<br />

estimates <strong>of</strong> average fleet operating costs for each year and estimates <strong>of</strong><br />

average net operating income and average returns to labor for the fleet and<br />

for various parts <strong>of</strong> it.<br />

This report describes a model designed to produce estimates <strong>of</strong> Cook<br />

Inlet salmon drift gillnetters' net operating incomes and returns to labor and<br />

management. In 1982, a good year in this fishery, mean returns to labor and<br />

management for owner operators, assuming a 10% opportunity cost <strong>of</strong> capital,<br />

were about $8,801.<br />

In the last four years New Zealand has started an ambitious program <strong>of</strong><br />

individual fisherman's quotas in its commercial <strong>fisheries</strong>. This paper<br />

describes the provisions <strong>of</strong> the program, its evolution, and its impacts on the<br />

New Zealand <strong>fisheries</strong> through June, 1988.<br />

Individual fisherman's quota programs are relatively new approaches to<br />

<strong>fisheries</strong> management that appear to <strong>of</strong>fer an attractive way to manage some<br />

<strong>fisheries</strong>. In an individual quota program each quota holder is given the<br />

right to harvest a portion <strong>of</strong> the total allowable catch in a fishery. This<br />

paper briefly describes twelve individual quota programs which have recently<br />

been implemented in Atlantic Canada, Ontario, Iceland, New Zealand, Australia,<br />

and the United States. Topics discussed include the initial allocation <strong>of</strong><br />

shares, the nature <strong>of</strong> the bundle <strong>of</strong> rights contained in the shares,<br />

enforcement, and the apparent impacts <strong>of</strong> each program.<br />

Several problems exist with the current Fisheries Management Plan for<br />

sharks and proposed changes in the FMP for 1995. Many <strong>of</strong> these problems were<br />

recognized by the Shark Panel <strong>of</strong> Experts that was convened at the NMFS<br />

Workshop in Miami in March 1994. Unfortunately, some important comments were<br />

omitted, and more importantly, dissenting conclusions and recommendations were<br />
