The balance <strong>of</strong> power <strong>literature</strong> is intermingled with hypotheses relating<br />

the number <strong>of</strong> actors to stability in the international system. In addition to<br />

the controversy in the theoretical <strong>literature</strong>, there is an extensive empirical<br />

<strong>literature</strong> in which we find support for a wide range <strong>of</strong> contradictory<br />

hypotheses. The purpose <strong>of</strong> this paper is to evaluate the leading hypotheses<br />

based on operationalizations <strong>of</strong> the key concepts that are consistent with the<br />

balance <strong>of</strong> power <strong>literature</strong>, a common data set, a coherent specification <strong>of</strong><br />

the contending hypotheses, and the use <strong>of</strong> appropriate estimation techniques.<br />

A major factor in this test is that the dependent variable <strong>of</strong> each model is<br />

not a measure <strong>of</strong> the amount <strong>of</strong> war; instead, we estimate the probability <strong>of</strong><br />

war through the use <strong>of</strong> the probit estimation technique. The results <strong>of</strong> the<br />

comparative evaluation indicate that the existing hypotheses are not able to<br />

account for the probability <strong>of</strong> war in the international system.<br />

The European Social Science Fisheries Network has undertaken to develop<br />

the framework for a comparable national social science data base. This would<br />

communities. This report provides a baseline analysis through: (a) an<br />
