Viewed in an historical perspective, the 1973 Alaska limited entry law<br />

evolved from <strong>fisheries</strong> policies motivated by distributive (Alaska first) and<br />

social (maintenance <strong>of</strong> rural fishing communities) criteria more than the<br />

traditional economic criteria <strong>of</strong> efficiency. Fisheries <strong>economics</strong> research has<br />

been primarily concerned with such matters as dissipation <strong>of</strong> economic rent<br />

through excessive units <strong>of</strong> harvesting. There is a need to expand this<br />

research into employment, labor mobility, and the evaluation <strong>of</strong> opportunity<br />

costs as well as economic efficiency.<br />

Two market schemes for controlling water pollution, effluent charges,<br />

and pollution rights, are contrasted. Rights are, in general, found to be<br />

superior to charges, but market mechanisms must also be supplemented by nonmarket<br />

regulatory devices. Rights are preferred to charges because they (1)<br />

assure the attainment <strong>of</strong> water quality thresholds; (2) minimize inequities;<br />

(3) provide a means <strong>of</strong> subsidizing municipalities without sacrificing<br />

efficiency; (4) permit growth without burdening existing dischargers; and (5)<br />

provide a way to handle emergencies. In addition, they can be incorporated<br />

into the existing legislation without a drastic revision <strong>of</strong> the Water<br />

Pollution Control Act <strong>of</strong> 1972.<br />

This report <strong>of</strong>fers a brief description and analysis <strong>of</strong> available data<br />

and information reviewed during the course <strong>of</strong> this study. These sources<br />

include national <strong>fisheries</strong> statistics; data collated by the Food and<br />

Agriculture Organization <strong>of</strong> the UN (FAO) and other international and intergovernmental<br />

bodies; and biological and status assessments. Thereafter, those<br />

shark <strong>fisheries</strong> covered by this study are described briefly, followed by a<br />

summary <strong>of</strong> the various shark products in trade, their processing and<br />

preparation, their use in domestic and international markets, and <strong>of</strong> the<br />

species from which they are derived. The final sections <strong>of</strong> the report discuss<br />

the management and conservation implications <strong>of</strong> these chondrichthian <strong>fisheries</strong><br />

and resultant trade, and subsequent conclusions and recommendations for the<br />

future management <strong>of</strong> chondrichthian stocks.<br />
