The World Uyghur Council, chaired by Rabia Kadir, is behindthese events. 2 Most of the Uyghur people who began these events have come fromthe Kashgar and Hoten regions of East Turkistan (a distance of 1,500 kilometres),where separatist movements are frequent.” 3 The deputy secretary general of theChinese Communist Party in the Xinjiang Autonomous Uyghur Region 4 and theChairman of the People’s Government of the Autonomous Uyghur Region, NurBekri (an Uygur Turk) stated in a televised speech on July 6, 2009 that these eventshave stemmed from conflicts between Uygur workers and Chinese workers in a toyfactory in the city of Shaoguan in the Guangdong Province. Nur Bekri also reportedthat three external forces provoked the people to pour into streets in response tothe conflict in the toy factory in Shaoguan, and that they called on people viacell phones and the Internet to make demonstrations in Urumchi Nanmin andPeople’s Square. Nur Bekri said that Rabia Kadir telephoned Urumchi to provokepeople to begin these events in Urumchi on the July 5. He also claimed that theUyghur web-site, www.biliwal.com was used to provoke the people. 5The Chinese media first presented this statement to the internationalmedia. Thus disinformation was used concerning the start of the events. Thereis no mention in the speech of how the Chinese troops quelled the peacefuldemonstration on the People’s Square.517
